fitting a 16 Amp Socket

Can anyone tell me how to fit a 16 Amp socket. Does it have to come from the mains fuse box or can i take it from an rcd unit tapped off an existing circuit? its for a hot tub and i have been informed that a 16 amp is better for the heater and pump, why is this. they told me that they could fit a 13 plug onto it which could connect to my outside socket but this wouldn't be as good. is there any truthe in this?

A CIRCUIT DIRECT FROM MAINSBOARD , OFF A 20 AMP
MCB IF 16 AMP DRAWN BY HOT TUB.
R.C.D PROTECTED , 30 MILLI AMP TRIPPING RATED
COULD USE A 20 AMP RCBO.
IF YOUR TUB IS OUTDOORS THEN YOU PROBALY KNOW
