Bathroom extractor fan never turns off... Help?

Hi & thanks for reading.

I have an extractor fan built into the wall of my bathroom and another in my kitchen. They're old and have a pull cord switch. However, neither one actually turns off fully and constantly run. I've lived here almost 6 years and have started to find this quite irritating for unnecessary waste of electric.

So I'd like to understand why they do this/is this normal and is it possible to turn this off so it's only ever on if I pull the cord for use?

Without being there to see/test/inspect, it is only possible to give you generic information:

Not all fans have overrun timers. (This means the fan will stop X minutes after the fan started, usually found in bathrooms, and the fan stops a while after the light has been turned off.)

It is not unusual for overrun timers to fail. (When they do, instead of replacing the fan, most folk bypass the over run timer)

The fans may have an on/off switch else where, as well as on the fan.

The fans should have an isolator adjacent to them.
