Zones in a bathroom

If you have fixed furniture / units in a bathroom, is the space behind the floor plinth considered to be outside of the zones (assuming the plinth needs a tool to remove it) similar to the space below the bath?

If so, can you locate an RCD fused spur on the wall behind the plinth?

Hi Lawrence, I would say yes as it needs a 'tool' to gain access, I have put my electric floor heating 'stat in such a cupboard!
Only question could be its IP rating if it could get damp,
