lumpy lining paper

I'm in the process of decorating my bathroom and decided the walls were in too degraded a condition to paint directly onto them after removing the 10 year old wallpaper applied by the previous occupier. Someone suggested pasting up lining paper and painting onto that to get a smooth surface.
The problem is that now I'm painting the lining paper (which went up fine and didn't have any lumps once it was dry) all the walls are lumpy because bubbles are forming under the lining paper.
Is there anything I can do to get rid of them?
