ceiling light permanent live

Hi,
I'm replacing a ceiling light and I have 3 wires coming down: 1 is a permanent live, 1 is a switched live and the other is neutral (all black).
Since the old light fitting has been removed the lights upstairs no longer work (presumably all on the same circuit as this ceiling rose).
I can wire the new light and get that to work (switched live to the live terminal block, neutral to the neutral terminal block in the new light) but the lights upstairs still don't work, must be something to do with the permanent live? Where do I wire this to, to get the lights upstairs to work?
