Is there a formula to calculate the amount of downlights required to light a room?

Yes there are but in real terms it does not work. The problem is not the amount it is the spread which will down lighters is very limited and often it requires many more than calculations show. If you are lighting a picture or a chair for reading etc. They work well but ceiling in most houses are too low to get the spread. Osram and other bulb manufactures do publish data. But I have fitted many sets of down lighters asked for by customers only to return latter and fit extra lighting. I have assumed you are talking about little spot lights if however you are talking about the 2D and other discharge lighting options with much bigger reflecting bowls then it is a completely different story. Using both with independent switching could produce a very good effect. Remember the Cat2 regulations if using computer type screens.
