New Fence Panels leaking Preservative and Staining Gravel Boards

I recently had a new fence erected (2 months ago). I have noticed that the preservative is running out of the panels and staining the concrete gravel boards. The panels are also becoming much lighter in colour. Is this normal or are the fence panels faulty?
