Fixing and Painting Victorian Metal Railing

Have an old railing I want to fix up and paint (clickthru for larger photos)

I know the general advice is use a wire brush to get rid of flaking paint and rust, then paint with hammerite. Was wondering how to copy with decorative spikes that are loose - do they need to be welded or some kind of glue (epoxy work)?

Also, can I use Hammerite on the stone surrounded the railing is embedded in? (2nd pic)
