Sound Proofing Attempt for Property Next to Noisy Road

Our back garden runs parralel to a main road that can at times be very busy and noisy. Currently we have a 5.5 ft arros rail, featheredge fence with conifer trees that have few if any branches below fence top level. The noise insulation is poor. I have a few cheap ideas but not sure if anyone can offer advice.
1. Place a secondary fence, featheredge closeboard panels our side of the hedge.
2. Buy acoustic fencing panels at £90 each and fit as secondary fenc
3. Put in Closeboard panels but put in 2 together, leaving a gap between the two...then look at soundproof mats.
Any advice appreeciated, the traffic noise winds me up.
