FLATROOF RAINWATER PROBLEM

I recently had my garage roof refelted. The guys made a nice job but now when it rains the water just builds up and eventually tips over the roof edge.
There is a hopper fitted at one end of the roof and this terminates into a rainwater downpipe.
The roof itself is almost dead flat and the outlet to the downpipe has been felted to high.
Can i fit an outlet further back on the roof and pipe it through the garage
ane into the existing downpipe (the rainwater pipe is a new pvc drop).
if so what type would i fit .The roof is a traditional flat roof felted on plyboard.The house is a normal semi with the garage stuck on the gable end. The guys who did the refelt have gone out of business and i would appreciate any advice.

Can you clarify the problem?
All roofs are designed to shed water over their edge, usually into a gutter but often just onto the ground.
Does this cause a problem?
