Flat Roof for Kids Play Castle That can be Walked on

Hi,
I'm building a small play castle in the garden and I want the kids to be able to play on the top, but I also want the roof to be waterproof so we can keep stuff inside.
What's the best option? I don't want this to be too expensive as it's likely relatively short term (<10 years). I've considered standard felt as I don't mind re-laying it every few years, would this be suitable or would the kids just wreck it on the first time out?
