GRP Topcoat Peeling on Extension Roof

Any advice appreciated!
I bought my flat this year and have just noticed peeling on the grp roof extension. The extension was built 3 or 4 years ago so obviously done badly. It looks like a repair has been made at some point and its this repair which is peeling away.
Looks like the grp topcoat is peeling, either because it was applied too thick?
Or maybe because the surface wasn't properly prepared before it was applied? I can't see anything wrong with the fibreglass below so hopefully it's just a case of recoating...
I'm thinking I should strip away the bad repair job, then scratch up the surface with sandpaper, clean up with acetone and then recoat with grp topcoat (hopefully I can find the same colour)
Am I on the right track? I don't need to recoat the whole roof do I?
