Under laminate floor heating

I have just installed Myson under laminate floor heating in a 4m x 4m conservatory.
I find that the thermostat needs to be turned up to 40c before any sign of warmth is felt on the floor, and the air temperature in the conservatory is too cool for comfort. I expected a better result than this. Has anybody got any experience of this kind of heating, and if so I would appreciate their views.
