Underfloor heating and slate

Hi, planning to lay natural slate tiles onto a concrete base floor with electrical underfloor heating.
Whats the best way to set the heating cable in ? I previously just bedded it into the adhesive and simply laid tiles directly on with no issue, apart from it being awkward and messy ! Is this an ok method ?
The instructions for the heating cable tell you to set it into morter, would you need to add something to this to give it some flex, or does this only apply to the adhesive ? Does it matter if the morter is just thick enough to cover the heating cables ?
I really want to keep the height of the floor to a minimum, so it matches up with other floorings in different rooms.
