Uneven sub-flooring under vinyl flooring

Hi there

I have just ripped up some vinyl flooring in the kicthen of my BTL apartment, only to find it was wet underneath. Although the apartment is only 3 years old, the subflooring seems to have sunk from the edge of each panel, making the flooring uneven.
I'm guessing that just placing new vinyl on this flooring won't do the job. Is there anything I can do to the subfloor or does it need to be replaced?

What is it made of?

Is the building covered by NHBC?

It looks like it is made of some kind of board (chipboard?) Property is covered by NHBC but the damage was caused by tenants cleaning the washing machine filter and letting a lot of water get underneath the original vinyl for quite a few months.

What options have I got to repair this?

Your only option is to remove the old chipboard and replace. I imagine this will not be cheap if its in the kitchen but can't guess how much as I can't see it. Are the tenants still there? If so and you can prove it was them then you have a case for them footing the bill or deducting it from their deposit.
