Electric underfloor heating

:? I want to fit electric underfloor heating onto a concrete base and then tile over with slate. There are soooooo many makes can someone recomend a reliable one. What the best make of insulation. Should I use a flexible adhesive when tiling over the heating. If the heated area (5sq/m) is to be smaller than the whole floor area (8sq/m) what should I use to "pack up" the non heated area to bring it to the same level as the insulation + heating element.
