Parawood Flooring Excessive Flexing

I have recently laid a Parawood T&G floor over an existing, vinyl tiled, concrete floor in my lounge. I followed the manufacturers instructions to the letter, first laying a heavy gauge polythene as DPM, followed by a fibre board underlay before laying and gluing the T&G triple strip planks.

The problem that I am now experiencing is a great deal of flexing in the floor. This is particularly noticeable when you watch somebody walking across the floor. This doesn't appear "normal". I also hear a cracking noise which sounds as if the glue is "cracking". The fibre board which I laid had various recommendations. However, it does seem to compress too easily which I believe could be causing the floor to flex.

Is this normal, and will the floor settle over time? This is particularly important as I now face the prospect of the same problem with my hall. Any advice appreciated.
