Vinyl Floor Lifting in places

Afternoon Guys,
A few months ago my washing machine drain hose split and leaked water all over the kitchen floor. I made best efforts at the time to dry everything up, including placing paper underneath the lino.
Now the floor has lifted in places like blisters and i have to make repairs before moving out of the house.
Can I simply lift the affected area and adhere to the concrete beneath? Either by way of a glue or backing plate, then place something very heavy on top of the lino when replaced?
