black tar? under toilet floor

Hi there.

We're renovating our downstairs toilet, and the existing ceramic tiles were laid on top of vinyl. But under that vinyl is some black slightly sticky covering. I'm guessing some kind of tar, is it bituate?

Anyway, I'm stripping off the vinyl too, back to the black stuff. It is a little smelly down there, due to years of people missing the toilet I guess, and my question is: can I bleach the black floor, or will this destroy it? Or just a bad idea?

Simple question really, but wanted you to understand on the first read!

\the black stuff is probably the bitumen based adhesive which used to be the "thing" for sticking down tiles. Diluted chlorine should not affect it.
