Underfloor heating pipe removal

Hi,
We have underfloor heating under the total of our ground floor. It has been laid poorly, the floor has been raised to fit the pipes and no ventilation was fitted in the void subsequently moisture has formed and the tiled floor above has started lifting. We want to remove the underfloor heating as we want carpet in the lounge and wood floor in the dining/ kitchen. Is it just a matter of ripping up the old floor, removing the pipes and then Can new flooring be laid on top of the concrete slab? Would we need a vapour barrier or anything like that? Also how easy would it be too remove the pipes? There is a big set of manifold pipes which stick out of the floor in the cupboard - can these just be removed?
