Repairing and levelling concrete bathroom floor should I line with damp proof membrane?

Upon removing my bath panel i found this mess which i need to level in order to fit a new bathroom suite. It appears to be the foundations as its a very coarse concrete mix. The rest of the bathroom is smooth and level concrete. The step is approx 2.5 inches deep, so i have the following questions.

Should i line the recess with a layer of damp proof membrane before i level it?

Also, what cement mix should i use for this and should i finish it off with a skim of floor levelling compound?

Appreciate your suggestions.

just use sand and cement 4 to 1 ratio, to fill in the gaps, the membrane will be under the concrete, this is a screed that it laid over the top, I would then lay a self level compound over the entire floor
