Kitchecn Floor Tiles look to be Laid on Sand - Help With Re-Laying Needed

Hi Forum,
A few tiles in the kitchen became cracked and wobbly so I decided to pull them up and re-fix the wobbly ones and replace the cracked.
Once I pulled up the tiles, I'm not sure exactly what I've found.. I've added a picture to help show. The house was built during the 30's, tiles look to be just sitting on sand and brick infill or something!! you can see where the sand has spilled into the space under the floor leaving a hole in the sand.
It would be great to understand what the madness in thinking was in laying the floor in this way in the first place an would also appreciate any advice on how to go about re-laying the tiles I've pulled up (six in total).
