Gap Between the Plasterboard and the Concrete Floor and how to Install Laminate?

Hello,
When we took the skirting boards off, we observed a gap about 1-2 cm between the plasterboard (wall) and the concrete floor. We want to install laminate floor and wondered whether we should treat the gap around the flat (plaster?) or leave it and laminate as per usual (leave 5mm from the plasterboard 'hanging edge')?
This is a newly built flat and in some forums it is said that the builders always leave this gap as a damp-proof precaution. Happy with that, but will the laminate flooring move? will it be stable enough?
