What Could be Causing Ripping and Sponginess in Wood Flooring?

Hi All,
Hoping for a bit of *free* advice from any kind experts reading. I'm currently looking at buying a house which has solid oak floors on the ground floor. I have concerns over a rippling effect across a lot of the flooring and slight "sponginess" in other areas (i.e. there is some give in the wood, I can push it down maybe half an inch and it springs back up). Before I pay a small fortune for a surveyor to check the place out I wanted to see if anyone thought this could be a symptom of a damp or moisture issue or similar.
