How to Lay Floor on a Very Porous Cement Mixture

Hello,

I am useless at DIY.

We ripped out some cupboards from a corner which left a hole. My father in law said he would sort it for me and filled it with some sort of cement mixture, very porous and rough. We will probably get a new kitchen in a few years so for the time being I thought I would just lay some self adhesive tiles which roughly match what we already have. However, they clearly will not stick to the mixture that has been laid.

As such, what can I apply to the floor to be able to stick the tiles on?

I know its a bodge job, its just a make do until we can afford a new kitchen...!

Mix P.V.A with water in a bucket and pour in on the floor, be liberal with it and use a soft floor brush to spread it all over the floor,
I would suggest a couple of applications, then when the floor is damp, lay a latex self level compound on the floor.
