Under Floor Insulation for Suspended Floors in Victorian Property

We live in a Victorian terrace. On most of the ground floor we have suspended timber floorboards.

We have had problems with rodents and want to put insulation under the flooring in at least the middle, dining room to provide a barrier and also to provide extra warmth, although it's not that draughty. Who would do this type of job? Any idea how much it might cost - all the floorboards would need to be taken up, the barrier put in place and then the boards all put back?

This is a carpenters job. Not possible to get a quote in this forum as there are so many variables. Many of fhe boards, depending on how they are fixed, for example may need ti be replaced especially if they have some rot underneath.
