SLC to Cover Asbestos Tiles?

Hi
So we just bought a house. Found that the lounge floor wasn't straight or level. No problem I though. We're installing laminate anyway so I'll just SLC the floor. But on removing the carpet we find that the concrete floor is covered with asbestos tiles.
We just can't afford to have them professionally removed. I've tried to take a couple up but they're not having any of it and then there's the black bitumen or whatever it is underneath to deal with too.
Everything I've read says remove or cover and since the asbestos isn't dangerous if undisturbed I'd prefer to cover/encapsulate but the uneven floor is the problem. Is there any type of SLC that can do the job? Every product I've found is for concrete or wood and I've heard that SLC will lift the tiles?
