Uneven Floors in Victorian Cottage and how to Level out for new Flooring?

I have bought a small victorian cottage that needs a fair bit of work and modernisation. The downstairs has 3 main rooms which have flooring at differing heights (an inch or two between rooms). In an ideal world I would like to make the whole of the downstairs one level, and perhaps use one type of flooring throughout but I am looking for a cost-effective way to level things out.
Room 1 - quarry tiles, likely on top of nothing much. Not very evenly laid. Leads through a large open doorway to
Room 2 - floating floor of reasonable construction, however leading into Room 3 the floor slants upwards - an incline of about 3 inches over 2 feet. The floating floor joists must be raised over the rest of the room to this purpose.
Room 3 - concrete floor.
Are there any options to help me here? Screed over the floating floor? Concrete under the floating floor?
