Concrete Sealer or Latex Screed?

I have some old, bare suspended concrete floors that I want to put underlay and carpet on. They are a bit dusty but seem completely dry.
I'm not sure how to proceed.
Can I just paint on concrete sealer? Or should I lay a latex screed? What is the difference - pros/cons?
(Somebody also suggested I put DPM and plywood over the floor first.)
What I'm looking for is least dust and longest lasting solution. Any advice much appreciated!
