Moving joist in bathroom floor rubbing on cables?

I’ve changed the light fitting below my bathroom, the cables weren’t long enough so I lifted a floorboard and done what I needed to do.
A while back we skimmed the hallway ceiling and I remember the plastered finding a rusty screw that poked through each time someone visited the bathroom so I thought I’d have a look around.
What I’ve found is that one of the joists moves when you walk into the bathroom and it’s rubbing on some cables as well.
