Kitchen floor wrecked by water pipes

I've just had some old thermoplastic tiles taken out of my kitchen and found this monstrosity underneath! The pipes seem to be resting on sand with concrete poured over the top, which has perished over the years as the pipes have pushed through it.

Does anyone have any idea how I'd go about fixing this? I need to get the floor into a flat enough state to lay tiles or laminate on it.

Hi tomwilkinson84,
Suggest you dig out the concrete/ballast and see if you can bury the pipes deeper. If there is the space replace them with insulated plastic pipes and fit floorboards to cover them.
