most cost effective solution for timber flooring

JOB DETAILS -I need to replace all the chipboard flooring upstairs ( 4 large bedrooms and hallway) with straight floorboards i.e not t&g for ease of access.Carpets are being laid so appearance irrelevent.

QUERY _ 1) Are there any new regs. regarding type of timber e.g.fire risk.
We provide respite holidays for disadvantaged children so h&s is requisite.

2) what size of board is standard,width/thickness,which type of wood is cheapest and where would be the most cost effective place to buy in bulk,e.g timber merchant.
