Bathroom floor - needs to be water tight

Hi I live in a first flloor flat (terrace conversion done 20 odd years ago).

I have a cheap laminate floor down at the minute but I need to replace this and make the floor water tight as water from the shower drips down and my downstairs neighbour says it is coming thorugh the ceiling!

Now I know I need to put down mdf or ply board but I wanted to put some kind of damp proof membraine, does this go on top or under the ply broad and does it need to be sealed?

The solution would seem to be to fix the cause not the effect. That is to say the shower dripping down. Is there any reason why could you not do that?
