can someone please tell me when laying foundations for a garden retaining wall when do you use rebar?
do i need rebar or the reinforcing mesh bent to a square tube?and what size?
looking at doing foundations 12" deep and approx. 20" wide

rebar is used to reinforce concrete over a certain thickness, any thickness over 225mm,it should be used, Its also used in structural beams, But you can also use it if you suspect the ground to be unstable.

your best using 10mm rebar for that thickness, made into a mesh and dropped in place, keep it off the ground by 75mm with off cuts of brick, yes still sunning myself, but returning to the uk very soon, thanks for asking
