Advice on Building Manhole for new water Stopcock

So i'm currently rerouting the private supply from the water main to my home, i live out in the sticks and have old imperial pipe that is only about 200mm deep. i'm changing that to 20mm MDPE pipe at 750mm deep, so i have my trench ect all ready.
But I'm a little stuck as I want to put a small manhole in with a 450x600 cover in that will have a stop cock in and a T joint with another stopcock to take off a supply for my future to be built garage. Reason for the water pipe move is the garage foundations are where the existing pipe is located.
But i'm a little confused on how I should build the manhole, block / brick, damp proofing, frost protection etc, what about issues with water pooling in the hole. I know it will be larger that the usual stop cock covers, but i wanted some better access should it be needed when the garage is built.
