Rainwater Downpipe Running into Soil That's Constantly Saturated

Hi all,
I recently bought a new build property. The rainwater downpipe at the back of my garage ends a few inches into the soil and this area of grass is constantly saturated with water. I took the end piece off and confirmed it just terminates in the soil. Should this pipe be connected to a drain? I've been chasing the developers, any they came today, and just connected it back up and stuck it in the soil.
