Do I really need a foundation for a small garden wall??

Hi there,
I have a small garden wall that measures 44cm high which has partially falling down. Not only do I want to repair this but I also want to change the direction of the wall. At present there is a patio where the new wall will go. My question is do I need a foundation for this wall or can I lay directly on to the patio slabs?
I'm also looking to reuse the old bricks for the new wall. When cleaning the old bricks do I need to ensure the frog is also free from old cement before using them?
Any advice on the above would be much appreciated.
