Cracks around exterior wall of house looking to buy - is it subsidence?

Cracks follow horizontal line around the exterior of the house at quite low level. Some kind of repair work has been done but material added is crumbling.
Corner of the road is a high risk of surface water flooding, and the house in front of this one was built in an area where they used to be a pond.

Have just started the conveyancing process, so if it is subsidence cannot buy. Please let me know!
I am not currently based in the area, so cannot take more photos.

Hi worriedbuyer,
It looks like the mortar above and below the DPC has deteriorated and attempts have been made to repair the DPC mortar line. This has been poorly done and the mortar applied has bridged the DPC.
It is impossible to advise you about subsidence from two photos so I suggest you get a surveyor in to check.
