Weird metal bits by door step

Hello, I'm baffled by these weird metal rods, which come out of the ground by our door step. Does anyone have any idea of what they are and if I can dig them out? Thanks in advance.

Hi dmaw91.
This is an earth rod, which if you have an electricity supply which does not include a suppliers earth, should be connected to your house electric system.
