Ground conditions

If ground conditions consisted of stiff sandy clay with compact gravel below level, would a strip foundation be the best to build a framed structure on or pad?
Can anyone give me some insight?

framed buildings tend to collect the superstructure load and tranfer it to the supporting coulmns and down to the foundations. this leads to high point loads rather than line loads. high point loads need to be spread out on the the sub soil to a stress level the sub soil can support with out failure i.e. settlement. with out knowledge of the type of framed building multi storey concrete frame or single storey steel shed etc it is difficult to comment. i would say the ground you discride sounds like good ground bearing soil.

The framed building is to be built as a multi story car park.
