Does a combi boiler require a thermostat?

I've just had my combi boiler replaced. The old boiler was controlled by a seperate thermostat. The new one is not connected to the thermostat control. The new one has internal temperature controls for the central heating and the hot water. My question is whether the boiler should have a separate central heating thermostatic control or can I just rely on the internal one.
The fitter said I can just use the internal one and that it measures the temperature of the returning water. But the control itself indicates that it is governing the boiler temperature ... I don't want it just maintaining the boiler temperature as that does not correspond to the temperature being created in the house.
