Building Notification for Moving Boiler During Kitchen Extension

Hi all,
Had a boiler moved for a client by a gas safe engineer whilst doing a kitchen extension. The gas fitter gave my client a certificate, I thought this would be good enough for the council. However the council have said the shift should have been notified to Gas safe, and then Gas safe would have notified the council. I have since contacted the gas fitter who has told me this is not so, he said the original fitter is responsible for the boiler, not himself. In other words what he is saying is,(a shift of the boiler is not notifiable work) therefor It does not have to be registered with Gas safe. Is there any one out there who could shed some light on this please
