Hi,

I have a sash window that only allows the bottom inside sash to move up and down.

The top sash is fixed in place and is not on a cord/pulley system - it is supported by two wooden blocks attached to the inside frame.

There is an opening of about 15mm between the top sash and the frame top.

Is this normal for ventilation purposes? Or should the top sash be fixed tight upto the top of the frame?

It can get quite breezy and there is alot of noise coming through.

yes the gaps always there.
try attaching brushpile insulation strip to the fixed window that should solve the draught.
