Unable to open window

I have an upstairs uPVC double glazed bathroom window which i'm unable to open. The locking mech works, the handle lifts at the bottom, and the left side releases, but not the other side. Have no idea if the bar which slides across at the bottom is broken, if the frame has changed size affecting the release or what. Any ideas how I can open it.

Problem now solved - a guy from the company that originally fitted it came out, looked at it for about 5 seconds and then explained there had been a batch of faulty saracen locks supplied to them ( faulty pin or something ) a couple of years ago, most had been identified but a few had gotten through and somehow we'd gotten one. Pane out, new lock fitted, everyting back in, and within 20 minutes, the guy was on his way.
