leaking door

hello> I have recentley had a reputable window glazing company fit new doors and windows.

Unfortunately there is a problem with the back door. After windy slanting rain a wet patch would appear in the plaster next to the bottom of the door on one side. I suspect that water is pooling somewhere within the frame after going through the drainage holes. The installers solution to this was to seal the outside weather bar to the door - which I was informed was designed to be knocked off. I would appreciate if someone could please tell me if this both an acceptable and viable long term solution to the problem??

This should have been done in the first place, the problem was not pooling, but driving, and is acceptable and long term, although you may have to replace the silicone in about 30 years.
