Window cill

I have just had new window created and installed. The cill finishes about half an inch short of edge of brickwork. I'm worried that this isn't right, shouldn't cill overhang the brick so that water can run off it?

Any info would be gratefully recieved.

There should be a projecting cill which sticks out about 20mm beyond the brickwork face.

That's what I thought although I'm not a builder.
Since posting my question we have had arcitect out (as we had applied for planning permission) and seemingly in Scotland (where we are) a concrete cill is also a legal requirement. I had already asked about this and was told we didn't need one.
I am going to phone company tomorrow to see what they are going to do to put it right.
