double glaze window not closing back

Our bathroom window on first floor is not closing back. The handle on window is not moving to full 90 degrees as it should - instead it moves only 45 degrees now.

I notice a tiny metal point at the bottom of the window that I suppose should go in/out into the window to close/open the window. This metal is not moving.

Any advice to help fix is much appreciated as I have a 1 month old baby and want to keep house warm.

the mechanism could be broken or just seized, try spraying WD40 on it and slightly tap the metal to free it,If its broken call out a double glazing firm they will have the parts,Its not that expensive.
