Tilt and turn windows: draught and noise

We have uPVC tilt and turn windows that are three years old (as is the house in fact).
The other day, with a strong and very cold wind blowing, I could feel a draught coming through one of the windows. It's not strong - not enough to move the curtains for example - but it's there.
This probably explains why there's a bit more traffic noise than in other rooms - which I had previously put down to the orientation of the window with respect to the wind direction. We also have another window (same side of the house) [u]without[/u] a noticable draught but again with a bit more noise than other rooms.
The draught is coming through between the two hinges on the right hand side.
The seals look good, with no damage and I'm assuming that there is no "problem" with the hinges (as the windows are only three years old). So I'm guessing that the window is simply not sitting against the frame as tightly as it should.
A quick look on the internet suggests that an adjustment can be made by using an allen key in the small, cylindrical pegs that move up and down the side of the widow and slot into the flanges in the window frame. However, the advice seems to be limited to adjustments on the handle side and when I examine the pegs on the hinge side there does not appear to be any obvious means of adjusting these.
Any help would be gratefully accepted - especially since "swimbo" has also noticed the draught...
