How do I Clear and Repair Damaged UPVC Window Frame?

Hi all, I hope this is the right forum for this question.
I'm currently trying to redecorate the bathroom. I won't go into the torrid history of why I need to repair things like cracked caulk and unfinished paint work but that's by the by. At the moment I'm working on the window frame and trying to work out how to remove a residue, the origins of which is a mystery to me. I've removed the caulk but there's also a very wide layer of hard clear substance which is not coming away easily. Hopefully I can include pictures to illustrate what I mean.
Anyway, I may be able to scrape it off but I don't think I'll be able to do so without damaging the frame.
Any advice?
