WINDOW WITH OPENING FOR FIRE EXIT

Hi everyone i have just purchased a flat and according to the legal stuff the windows are under warrenty as they were fitted in 2005 however i have noticed that none of the windows have an opening that can be used as a means of fire escape. Does anyone know if this was a legal requirement or is this just something that is a choice thing for those having new windows fitted?

I think this became a legal requirement in 2006 before that it was a choice. What's wrong with breaking the glass in the event of a fire?
